Stage 1
Introduction
PAS provide accommodation and support in conjunction with Cornwall County Council for people with substance misuse issues.
Level of support
This project will provide 6 units of accommodation and around 6 hours of support per client per week. This support will be aimed at stabilising and engaging with individuals who have substance misuse problems and related behaviours. These are likely to include offending and anti social behaviours that impact on the community at large.
This project will provide a solid foundation for engagement with services. It is envisaged that it will provide the transition from chaotic lifestyle to settled independent living.
The support offered is visiting in nature and will consist of individual key working and organised house meetings. The support is aimed at maintaining current levels of need and developing skills to maximise independence and plan for a structured move to less supported housing.
Clients will have access to out of hours support and management for emergencies.
Our underlying philosophy is one of providing access for the socially excluded through structure, planning, information and support. To allow individuals to maximise their independence, manage their lives and sustain households.

PAS Ltd provides a support team to assist housing clients with the difficult situation of having to live in temporary accommodation. The support is aimed at assisting the clients to address the issues that led to this.
Individual key working takes place on a regular basis and staff work closely with other agencies.
On arrival clients will receive an induction to the property and a support plan/risk assessment will be completed.
Aim of the scheme
To provide safe and decent temporary accommodation for single people with support needs around substance misuse. To develop the skills of service users and assist those to overcome barriers to independent living and identify and secure suitable long term solutions. We also aim to provide a person centred approach, which is both flexible and reactive to the individual.
This project will consist of one house providing 6 bed spaces for vulnerable adults with issues around drug and alcohol. Within the 1st week, the client will receive a full support needs assessment and a mutually agreed support plan will be completed. This support package is designed to cater and react to the individual circumstances and to provide the most support hours possible, when it is most needed.
Objectives of the schemes
- To provide a supportive environment, which facilitates and encourages individual clients to identify and address the issues which led to their vulnerability, and ultimately aid their recovery.
- To ensure that these are met we will provide good quality, single person accommodation, assess each persons needs and develop ongoing support plans
- Assisting people to live independently and ensuring that all service users maximise resources and opportunities available to them.
- Enable service users to maintain their tenancy.
- Assist service users to access level 2 or independent accommodation.
Schemes Criteria
All prospective residents must:
- Be aged 18 or over
- Be in need of single person accommodation
- Have a history of alcohol issues/substance misuse
- Be abstinent
- Agree to work with support provision (In house or with external agencies) to develop their individual support/move-on plan
- Have no history of arson
- Not be a sex offender
House rules
We try to keep house rules to a minimum. However, for the safety and comfort of all the following house rules apply in all accommodation:
- Residents must abide by the licence agreement
- No illegal drugs or alcohol are to be used on or off of the premises
- Care and consideration for other residents and neighbours must be shown at all times
- Noise must be kept to a minimum at all times, but especially after 10pm
- If keys are lost a replacement charge of £5 will be payable
- Pets are not allowed in the house or grounds
- Visitors are only allowed between 09.00 hrs and 22.00 hrs
- Residents must meet all financial obligations
- No behaviour from over intoxication will be tolerated from residents or their visitors.
- Abstinence is required at all times both by residents and their visitors.
- Visitors must sign in and out of visitors book
- Residents are responsible for the behaviour and actions of their visitors
- No smoking is allowed in the communal areas
- No visitors under the age of 18
Stage 2

This project will be the second stage of move-on for clients leaving stage one. The scheme is designed to consolidate and further improve life skills and ensure continued engagement with both their individual support plan and any external agencies that they may be involved with.
The support offered is visiting in nature and will consist of individual key working and organised house meetings. The support is aimed at maintaining and improving levels of need. Support staff will work with the client to maximise independence and plan for a structured move to our stage three project.
Clients will have access to out of hours support and management in event of emergencies.

We also aim to provide a person centred approach, which is both flexible and reactive to the individual.

The client will have an agreed support plan in place and the support provided will both aid the client to meet these support needs and react to individual changes by reassessing needs and developing an updated plan.

PAS provide accommodation and support in conjunction with Cornwall County Council for people with substance misuse issues.
Level of support
These projects are aimed at those clients who wish to maximise their independence with some access to visiting support and intervention from PAS staff.
This provision is designed to be sustainable and forward thinking. The delivery of support work is directed towards continued compliance with support plan and finalising self-development towards independent living.
Residents will be supported through managed house meetings and individual support but less regularly than at initial projects. They will have access to respite or crisis intervention if life crisis demands.

To develop the skills of service users and assist those to overcome barriers to independent living and identify and secure suitable long term solutions. We also aim to provide a person centred approach, which is both flexible and reactive to the individual.
This project will consist of 1 house, which provides 5 bed spaces for vulnerable adults with drug / alcohol issues and who require a minimal level of support. The client will have an agreed support plan in place. This support package is designed to cater and react to the individual circumstances and to provide the most input possible, when it is most needed.
Objectives of the schemes
- Provide a supportive environment, which facilitates and encourages individual clients to identify and address issues that led to their vulnerability and ultimately aid their recovery.
- Provide good quality, single person accommodation.
- Assess each persons needs and facilitate service take up.
- Assist people to live independently.
- Ensure all service users maximise resources and opportunities available to them.
- Enable service users to maintain their tenancy.
- Assist service users to access independent accommodation.

This project is intended to be the reception assessment facility, which will provide a high level of support that is aimed at stabilising and engaging with individuals who have mental health problems and related behaviours.
This project will provide approximately 6 hours of support per client per week and aims to build a solid foundation for engagement with services. It is envisaged this project will provide the transition to settled independent living.
The support offered is visiting in nature and will consist of individual key working and organised house meetings. The support is aimed at maintaining current levels of need and developing skills to maximise independence and plan for a structured move to less supported housing.
Clients will have access to out of hours support and management for emergencies.

Supporting Homelessness
Assessment Centre
Introduction
PAS Ltd work with Cornwall County Council in order to provide accommodation, assessment and support for homeless people and assist them in dealing with issues related to their homelessness, and address the issues that led to their vulnerability.
These issues might include substance misuse, offending, mental health problems, domestic or family break up and those fleeing violence.
This 8-bed project will provide support and accommodation with a continental breakfast in a Bed and Breakfast type provision for individuals requiring assessment and support in preparing to move on to alternative accommodation.
Level of Assessment and Support
This project is intended to be the reception assessment facility, which will provide a high level of support that is aimed at stabilising and engaging with homeless individuals with support needs.
PAS Ltd provides a team of support workers seven days a week with night staff for the homelessness assessment hostel. This consists of 2 Support Workers following rota 12-hour shift pattern and on site management hours, with additional waking night cover 7 days per week.
The support workers will assess the individual’s level of need using a holistic assessment tool and also complete a full risk assessment.
Following this assessment a decision will be made, in conjunction with any other agencies involved, as to where the individual may be best placed.
Whilst waiting for appropriate move-on accommodation to be identified, the staff will offer organised house meetings and weekly individual key work sessions which will include sign posting to other agencies that may work with the individual to meet their area of need.

To work with the Local Authority and other agencies in an operational and strategic level in order to source appropriate move on accommodation.
To create an environment for change that facilitates clients take up of opportunities to maximise their abilities to self-manage.

- Be referred by Cornwall County Council or its agents.
- Be in need of single person accommodation.
- Agree to a full assessment.
- Not use illegal or non-prescribed drugs on premises.
- Not consume alcohol on the property.
- Adhere to all rules contained within the Licence Agreement.
- Agree to move to accommodation offered following assessment.
- Agree to work with support provision (in house or with external agencies) to develop their individual support/move-on plan.
- Have no history of Arson
