Supporting People with Drug and/or Alcohol Issues
Stage 1
Introduction
PAS provide accommodation and support in conjunction with Cornwall Council for people with substance misuse issues.
Level of support – Stage 1
This project is intended to be the reception assessment facility, which will provide a high level of support that is aimed at stabilising and engaging with individuals who have substance misuse problems and related behaviours. These are likely to include offending and anti social behaviours that impact on the community at large.
This project will provide a high level of support to provide a solid foundation for engagement with services. This basis will create opportunities for progression through homelessness or being vulnerable to homelessness caused by substance abuse and related behaviours, to semi supported and settled move on accommodation. It is envisaged this project will provide the transition from chaotic life style to settled independent living.
We will also offer crisis accommodation for those whose progress through our system has stalled or is in the process of failing through non-compliance with support planning and have an identified need for short term crisis intervention or respite. This will provide the support and guidance necessary for sustaining tenancies. This facility would also be available for statutory and voluntary agencies and other providers that we have a working relationship with.
Our underlying philosophy is one of providing access for the socially excluded through structure, planning, information and support. To allow individuals to maximise their independence, manage their lives and sustain households.

PAS Ltd provides a support team to assist housing clients with the difficult situation of having to live in temporary accommodation. The support is aimed at assisting the clients to address the issues that led to this.
On arrival a needs led assessment allows client led care planning. Subsequently, individual key working takes place on a weekly basis and staff work closely with other agencies.
Aim of the scheme
To provide safe and decent temporary accommodation for single people with support needs around substance misuse. To develop the skills of service users and assist those to overcome barriers to independent living and identify and secure suitable long term solutions. We also aim to provide a person centred approach, which is both flexible and reactive to the individual.
This project will consist of 6 units of single person supported accommodation for vulnerable adults with issues around drug and alcohol. This support package is designed to cater and react to the individual circumstances and to provide the most support hours possible, when it is most needed.
Objectives of the schemes
- To provide a supportive environment, which facilitates and encourages individual clients to identify and address the issues which led to their vulnerability, and ultimately aid their recovery.
- To ensure that these are met we will provide good quality, single person accommodation, assess each persons needs and develop ongoing support plans
- Assisting people to live independently and ensuring that all service users maximise resources and opportunities available to them.
- Enable service users to maintain their tenancy.
- Assist service users to access independent accommodation.
Schemes Criteria
All prospective residents must:
- Be aged 18 or over
- Be in need of single person accommodation
- Have a history of substance misuse
- Be abstinent
- Agree to work with support provision (In house or with external agencies) to develop their individual support/move-on plan
- Have no history of arson
- Not be a schedule one offender
House rules
We try to keep house rules to a minimum. However, for the safety and comfort of all the following house rules apply in all accommodation:
- No illegal drugs or alcohol are allowed on the premises
- Care and consideration for other residents and neighbours must be shown at all times
- Noise must be kept to a minimum at all times, but especially after 10pm
- If keys are lost a replacement charge of £5 will be payable
- Pets are not allowed in the house or grounds
- Visitors are only allowed between 09.00 hrs and 22.00 hrs
- Abstinence is required at all times
- Visitors must sign in and out of visitors book
- Residents are responsible for the behaviour and actions of their visitors
- Visitors must be abstinent
- No smoking is allowed in the communal areas
Stage 2
Introduction
PAS provide accommodation and support in conjunction with Cornwall Council for single people with substance misuse issues.
Level of support – Stage 2
This project will be the first stage of move on for clients leaving the reception / assessment hostel. It is designed to provide a lower level of support that is aimed at promoting the consolidation of existing life skills and continuing their engagement with support plan and related agencies.
The support offered is visiting in nature and will consist of individual key working and organised house meetings. The support is aimed at maintaining current levels of need and developing skills to maximise independence and plan for a structured move to less supported housing.
Clients will have access to out of hours support and management for emergencies.

Stage 3
Introduction
PAS provide accommodation and support in conjunction with Cornwall Council for people with substance misuse issues.
Level of support – Stage 3
These projects are aimed at those clients who wish to maximise their independence with some access to visiting support and intervention from P.A.S. staff.
This provision is designed to be sustainable and forward thinking. The delivery of support work is directed towards continued compliance with support plan and finalising self-development towards independent living.
Residents will be supported through managed house meetings and individual support but less regularly than at initial projects. They will have access to respite or crisis intervention if life crisis demands.

To develop the skills of service users and assist those to overcome barriers to independent living and identify and secure suitable long term solutions. We also aim to provide a person centred approach, which is both flexible and reactive to the individual.
This project will consist of 14 units of single person supported accommodation for vulnerable adults who require a minimal level of support. This support package is designed to cater and react to the individual circumstances and to provide the most input possible, when it is most needed.
Objectives of the schemes
- To provide a supportive environment, which facilitates and encourages individual clients to identify and address issues that led to their vulnerability and ultimately aid their recovery.
- To ensure these are met we will provide good quality, single person accommodation.
- Assess each persons needs and facilitate service take up.
- Assist people to live independently.
- Ensure all service users maximise resources and opportunities available to them.
- Enable service users to maintain their tenancy.
- Assist service users to access independent accommodation.
Scheme Criteria
All prospective residents must:
- Be aged over 18
- Be in need of single person accommodation
- Be nominated by the local authority (may be due to service provision, support, family or employment
- Have a support structure in place and continue to engage with support provision for development of their individual support/move-on plan
- Not be using illegal or non-prescribed controlled drugs
- Have no history of arson
- Not be a schedule one offender
- Remain abstinent

We try to keep house rules to a minimum. However, for the safety and comfort of all the following house rules apply in all accommodation:

- Behaviour associated with over intoxication or illegal substances is not permitted
- Visitors are only allowed between 09.00 hrs and 23.00 hrs
- Visitors are only allowed in the ground floor communal area
- Resident must meet all financial obligations
- No behaviour from over intoxication will be tolerated from residents or their visitors
- Visitors must sign in and out of visitors book
- Residents are responsible for the behaviour and actions of their visitors
- Visitors must be abstinent
- Abstinence is required at all times
- No Smoking is allowed in the communal areas
Luke House
This project will provide a high level of support that is aimed at stabilising and engaging with individuals who have substance misuse problems and related behaviours. These are likely to include offending and anti social behaviours that impact on the community at large.
PAS works at both strategic and operational levels within each local authority. Specifically to this scheme we work with the Probation Service, New CADA and Connexions. Residents may engage with further education, permitted work, counselling, developing budgeting and life skills and much more. Through the shared experience of living in a communal setting, residents have the opportunity to develop socially, whilst continuing to engage with their ongoing recovery.
This project will provide a solid foundation for engagement with services. On arrival residents receive an initial assessment of needs and a support plan is developed with them. Subsequently, key working takes place on a weekly basis. This project is staffed with on site support and has is 24-hour emergency cover.
