Stage 1
Introduction
PAS provide accommodation and support in conjunction with Bournemouth Borough Council for people who are homeless with related issues.
Level of support – Stage 1
This project is intended to be the reception assessment facility, which will provide a high level of support that is aimed at stabilising and engaging with individuals who are homeless with related behaviours, and issues. These are likely to include offending and some anti social behaviours that impact on the community at large.
This project will provide a high level of support to provide a solid foundation for engagement with services. This basis will create opportunities for progression through homelessness or being vulnerable to homelessness; caused by substance/alcohol abuse, with and /or related issues around homelessness, to semi supported and settled move on accommodation. It is envisaged where possible; this project will provide initial engagement and provide a stable environment to begin the transition from chaotic life style to settled independent living.
We will provide the support and guidance necessary for sustaining tenancies. This facility would also be available for statutory and voluntary agencies and other providers that we have a working relationship with.
Our underlying philosophy is one of providing access for the socially excluded through structure, planning, information and support. To allow individuals to maximise their independence, manage their lives and sustain households.

PAS Ltd provides a support team to assist housing clients with the difficult situation of having to live in temporary accommodation. The support is aimed at assisting the clients to address the issues that led to this.
On arrival a needs led assessment allows client led care planning. Subsequently, individual key working takes place on a weekly basis and staff work closely with other agencies where applicable.
Aim of the scheme
To provide safe and decent temporary accommodation for single people with support needs around being homeless. To develop the skills of service users and assist those to overcome barriers to independent living and identify and secure suitable long term solutions. We also aim to provide a person centred approach, which is both flexible and reactive to the individual.
This project will consist of 9 units of single person supported accommodation for vulnerable adults with issues around homelessness. This support package is designed to cater and react to the individual circumstances and to provide the most support hours possible, when it is most needed.
Objectives of the schemes
- To provide a supportive environment, which facilitates and encourages individual clients to identify and address the issues which led to their vulnerability, and ultimately aid their development of the necessary coping strategies to enable them to transition to a less supported environment.
- To ensure that these are met we will provide good quality, single person accommodation, assess each persons needs and develop ongoing support plans
- Assisting people to live independently and ensuring that all service users maximise resources and opportunities available to them.
- Enable service users to maintain their tenancy.
- Assist service users to access independent accommodation.
Schemes Criteria
All prospective residents must:
- Be aged between 18-64
- Be referred by Bournemouth Borough Council
- Be in need of single person accommodation
- Have a history of homelessness
- Agree to work with support provision (In house or with external agencies) to develop their individual support/move-on plan
- Have no history of arson
- Not be a schedule one offender
House rules
We try to keep house rules to a minimum. However, for the safety and comfort of all the following house rules apply in all accommodation:
- No illegal drugs/paraphernalia or alcohol are allowed on the premises
- Care and consideration for other residents and neighbours must be shown at all times
- Noise must be kept to a minimum at all times, but especially after 10pm
- If keys are lost a replacement charge of £10 will be payable/cost of replacement
- Pets are not allowed in the house or grounds
- Visitors are only allowed between 09.00 hrs and 22.00 hrs in the ground floor communal areas
- Visitors must sign in and out of visitors book
- Residents are responsible for the behaviour and actions of their visitors
- Visitors must be abstinent
- No smoking is allowed in the communal areas
- No overnight guests
- Client engagement as per licence agreement
- All clients must pay service charge and top-up as and when required
Stage 2

Level of support – Stage 2
This project will be the first stage of move on for clients leaving the Sunrise hostel. It is designed to provide a lower level of support; that is aimed at promoting the consolidation of existing life skills and continuing their engagement with their support plan and related agencies.
The support offered is visiting in nature and will consist of individual key working and organised house meetings. The support is aimed at maintaining current levels of need and developing skills to maximise independence and plan for a structured move to less supported housing.
Clients will have access to out of hours support and management for emergencies.

- Visitors are not permitted at any time at Chapmans.
- Abstinence is required at all times

- A curfew check is enforced at Chapmans. All residents must be in the property by 11.00p.m. (23.00 hrs) each night.

Womens Only Project
Aim of the Scheme
To provide a ‘clean and dry’ supported environment for single female clients who need to address issues relating to drug and alcohol abuse, and to facilitate maintaining family contact, tenancy sustainment and engagement with their treatment provider.
The service is aimed at females who, as a result of problematic drug/alcohol abuse, have chaotic lifestyles which can cause and sustain homelessness, anti-social behaviour and cause long-term health problems.
Length of Stay
Clients will usually stay for up to a maximum of 16 weeks before moving on in consultation with partner agencies.
The project will consist of a shared 5-bedroom house. The service will offer six hours of housing related support per client per week.
The project will be supported by female members of staff only. All clients will have access to 24-hour emergency on-call crisis support. (PAS cannot guarantee that members of staff called out in an emergency will be female only)
Upon arrival to the scheme, a needs-led housing assessment will be undertaken, which will allow for client-centred support planning and weekly key work sessions thereafter. On day of arrival, each service user will also be asked to provide a drug test. All tests that show a positive result signifying recent drug use, will be re-tested approximately 10 days later, when a clean test must be provided.

Scheme Criteria
All clients will be expected to have engaged with existing support agencies, and to work with PAS staff and their BAT co-ordinator to have daytime structure in place in addressing their needs.
Specifically, referrals will only be accepted for prospective service users that have a care plan in place, which is provided to PAS at point of referral and confirms that the following minimum structure is in place:
TREATMENT
- Abstinence based – A minimum of 35 hours per week must be in place
- Non-abstinence based – A minimum of 9 hours per week must be in place
AFTERCARE
- A minimum of 9 hours per week at the Clubhouse must be in place
As from 1st April 2010, referrals may also be accepted for service users that are undertaking a community Detox. Referrals however, may only be accepted if the following minimum structure is in place:
COMMUNITY DETOX
- Attendance each day for a full day at Sharps from day 4-11 of the detox. A structured treatment plan should then be in place to begin following the detox.
All service users must be accessing either treatment or aftercare. Any service user not engaging in treatment or aftercare will be discharged from the housing provision after discussion with the service user and care co-ordinator.
All prospective service users must:
- Be female. No transgender;
- Be aged 18+;
- Be in need of single person accommodation. They must have no children who also require accommodation;
- Be in need of supported accommodation
- Be physically dependent on their substance of choice;
- Be either on a substitute prescribing script and stable, or accessing abstinent based treatment, or be on a community detox (See details of minimum requirements above);
- Be a resident of Bournemouth and accepted for treatment;
- Agree to work with support provision to develop their individual support/move-on plan;
- Not be using illegal or non-prescribed controlled drugs;
- Have no history of arson
- N.B No single group will dominate the housing provision at any one time i.e.: sex workers, court orders, prolific offenders, criminal justice clients etc. Clients on a detox will be accepted from day one of their detox, however only one client on a detox will be accepted into the service at any one time.
Referral Routes
Referrals from the Bournemouth Assessment Team (BAT) or the Gateway can be accepted, however any referrals from the Gateway must have their treatment needs assessed by the BAT prior to referral.
The BAT will complete a full and comprehensive assessment of each client’s needs, including accommodation, health, risk, carers and/or children. The BAT will liaise with PAS to ensure that the client is within the specified eligibility criteria.
The BAT will produce a care management plan, refer the client to agencies identified with the care management plan, and care co-ordinate the client throughout their treatment/housing package.

Visitor Policy
This project will operate a strict visitor policy which includes the following:
- There will be three visitor slots each week to allow access to children and other guests. The day and time of these slots will be confirmed upon arrival to the scheme.
- All visitors must book in advance and may be refused if there is considered to be a risk to the residing service users.
- Visitors that are assessed to be suitable to attend the visitor slots will be allowed access to the communal areas only. Visitors will not be given access to the rest of the house.
- All visitor slots will be supervised by a female member of PAS staff.
- No overnight guests are permitted
- Visitors must be abstinent
